The Alabama Medical Cannabis Commission (AMCC) recently announced they received over 380 requests to apply for a cannabis business license in Alabama. John McMillan, head of the Alabama Medical Cannabis Commission, said he expects the actual number of applicants to be far less than that number. McMillan told the Alabama Reporter, “I think when they [applicants] see the comprehensive requirements for full-blown application, a lot are going to lose interest.”

Types of Alabama Cannabis Licenses

The AMCC will issue a variety of cannabis licenses. The Alabama State Legislature put caps on the number of each license type including up to 12 cultivator licenses, up to four processor licenses, up to five integrated facility licenses, an unspecified number of transport and testing licenses, and up to four dispensary licenses. Integrated facility licensees may grow, process, transport, and have up to five dispensaries. The four dispensary licenses include three locations per license. The state will therefore allow up to 37 dispensaries based on allotments to integrated facility licensees (25) and dispensary licensees (12).

Each municipality or county must pass their own regulations to allow cannabis businesses. In order to attract cannabis businesses, many municipalities and counties across Alabama have already passed ordinances or are working towards revising zoning codes and approving resolutions. Montgomery, the capital of Alabama and second largest city at nearly 200,000 people, was the first city to adopt medical cannabis measures.

Alabama Medical Marijuana License Timeline

The AMCC will distribute applications to the requestors on October 24th. The application window opens on October 31st. The deadline for original application filings in on December 30th, 2022. Initial licenses will be granted on June 12, 2023 with licenses issued on July 10, 2023. A detailed timeline can be found on the AMCC website.
