Michigan's Booming Cannabis Industry: Open Licensing and Rapid Expansion

Since the legalization of adult-use cannabis in the state, Michigan has quickly become a vibrant hub for the cannabis industry and the #2 cannabis-selling state across the country, only trailing California. Although one can argue that Michigan is outperforming the top leader, as their per capita sales are about 3x California’s.  The state's cannabis retailers sold more than $3 billion in 2023 and have already surpassed $500 million in early 2024. Michigan's cannabis industry is thriving thanks to a favorable regulatory framework with open licensing, low entry barriers and modest taxes. Its strategic location bordering cannabis-prohibited states like Wisconsin and Indiana makes it a critical hub for addressing unmet demand in the region.

Open License Approach

Michigan's embrace of a robust regulatory framework has cultivated a competitive market that prioritizes quality and safety. The state has followed an unlimited licensing approach with over 10 license types, which has been conducive to a thriving ecosystem of both large-scale operators and small craft businesses. Nonetheless, it is important to note that not all municipalities have embraced cannabis retailers, with several opting to prohibit their presence. At the moment, fewer than 10% of municipalities in Michigan allow adult-use cannabis businesses. Additionally, certain municipalities have imposed limitations on the total number of licenses that can be granted.

However, these restrictions have not impeded the industry's overall expansion, as evidenced by the issuance of 83 new licenses across various categories in February alone. Several new cities are poised to vote on the expansion or introduction of adult-use cannabis regulations, with Pontiac, Caro, and Algonac emerging as the latest contenders. It's noteworthy that Detroit only commenced adult-use sales just last year, indicating that the state's cannabis industry is still in a developing stage and is expected to mature further in the years ahead.
