The New Jersey Cannabis Regulatory Commission (NJ-CRC) recently announced that it will begin accepting applications for wholesale, distribution, and delivery of recreational cannabis business licenses starting September 27, 2023. To assist prospective applicants, the NJ-CRC will conduct a comprehensive webinar on September 14, providing guidance on application requirements and procedures.

During the initial 90-day period, from September 27 to December 26, 2023, priority review and approval will be given to Social Businesses. Then, from December 27th, 2023 to March 26th, 2024, priority review and approval will be given exclusively to Diversly-Owned Businesses.

  • A “Social Equity Business” under NJ State law are businesses that are at least 51% owned and controlled by individuals who have lived in an Economically Disadvantaged Area of the state or who have convictions for cannabis-related offenses (expunged or not).

  • A “Diversly-Owned Business” under NJ State law are businesses that are at least 51% owned and controlled by individuals who qualify as a minority or woman, and as evidenced by a “Minority Owned” or “Woman Owned” Business Certification.

Starting March 27, 2024, and onwards, the application process will open for all other interested applicants. Application access will be granted on a first-come, first-served basis. It is crucial for interested applicants to be prepared and ready to submit their applications early to take advantage of being among the first movers.

New Jersey's burgeoning cannabis industry is opening opportunities for new applicants and existing operators seeking to vertically integrate their cannabis businesses. These individuals will have the chance to apply for business licenses in three additional classes, allowing them to join and contribute to the thriving cannabis market in the state:

  • A Class 3 Cannabis Wholesale license allows the holder to store, buy, and sell bulk cannabis and cannabis products.

  • A Class 4 Cannabis Distribution license allows the holder to transport bulk cannabis and cannabis products between cannabis cultivators, manufacturers, or retailers within New Jersey.

  • A Class 6 Cannabis Delivery license allows the holder to transport retail-purchased cannabis and cannabis products to consumers.
