
Texas Cannabis Application & Licensing
Currently, the state of Texas has a very strict Low-THC Compassionate Use Program (CUP), that allows for a THC cap of 1%. There are no immediate plans to issue new cannabis licenses for the program. The most recent application period, which ended in April 2023, saw 132 applications submitted and was a highly restrictive process . However, there is no established timeline for approving these applications as of May 2024, and there are no plans to expand the medical cannabis program at this time. Although various cannabis bills have been proposed in the state’s legislature, none have successfully passed.
Despite all of this, the state’s CBD hemp-derived market is booming. Between $19.1 and $22.4 billion in economic activity has been generated by the Texas local hemp-derived retail, manufacturing and wholesale sectors since it’s formation.

The last Compassionate Use Program licensing round was from Jan 2023 – Apr 2023. As of May 2024, those 132 applicants have still not heard any update as to the status of their application. There is currently 3 dispensing organizations in the state that actively service the over 12,000 active program patients. There is no timeframe on when the previous 2023 licensing round will be finalized and when the next one will be held.
