Giants Being Born: Germany & New York Will Quickly Become Two of the World’s Largest Cannabis Markets with Adult-Use Legalization
Adult-use legalization was signed into law in New York March 31, 2021 (the 15th state to do so) and is now on the horizon in Germany after the Bundestag election (on September 26, 2021) that appears likely to bring a pro-legalization coalition to power. That has whetted cannabis investor appetite for the growth likely to follow since New York is the 4th largest US state (20.2 million population) and Germany is the largest country in Europe (83 million).

Public Comment Period Now Open for CA Proposed Emergency Rules
On September 15, the public comment period opened to provide feedback on the Department of Cannabis Control’s (“DCC”) recently released proposed emergency regulations. The Office of Administrative Law’s (“OAL”) 10-day review period will close Monday September 20, so it is imperative that all industry stakeholders participate and submit their comments before the review period closes.
The Law Giveth and the Law Taketh Away
The cannabis industry has been full of surprises in its short history, many of them caused by the unintended consequences of regulations. Some were positive surprises: During the 2020 second quarter COVID-19-lockdowns most regulators somewhat surprisingly decreed cannabis sales an essential service without much discussion. Many even allowed curbside pick-up and delivery for the first time to allow medical patients - and even adults coping with anxiety – safe access to their medication during the pandemic. Cannabis sales continued to boom while many sectors shrank.
